The Union Budget 2026–27, presented by Finance Minister Nirmala Sitharaman, unfolds as a bold roadmap for sustained economic momentum while reinforcing fiscal discipline. Rooted in the philosophy of Aatmanirbhar Bharat and guided by the three national Kartavyas — growth acceleration, capacity building and inclusive development — the Budget reflects a strategic blend of infrastructure push, sectoral reforms and citizen-centric policies.

 

At the macro level, the government has significantly raised capital expenditure to ₹12.2 lakh crore for FY27, underscoring its commitment to infrastructure-led growth. The fiscal deficit is pegged at 4.3% of GDP, improving from 4.4% in the previous year, while the debt-to-GDP ratio is projected to fall to 55.6%, strengthening India’s long-term fiscal health.

 

Infrastructure as the Growth Engine

The Budget places infrastructure at the heart of economic expansion, with a strong focus on sustainability and regional connectivity.

 

Key highlights include: 

·  Development of seven high-speed rail corridors, including Mumbai–Pune, Hyderabad–Bengaluru, and Chennai–Bengaluru

·  Launch of 20 new national waterways over five years to promote green cargo movement

·  Mapping and funding of City Economic Regions with ₹5,000 crore per region to unlock urban growth

·  Continued infrastructure development in Tier 2 and Tier 3 cities

 

Manufacturing, MSMEs & Frontier Sectors

To strengthen domestic production and global competitiveness, the government unveiled targeted industrial initiatives:

·  Biopharma SHAKTI with ₹10,000 crore outlay to make India a global biologics manufacturing hub

·  Expansion of pharmaceutical education through new and upgraded NIPER institutes

·  SME Growth Fund of ₹10,000 crore to nurture high-potential MSMEs into future champions

·  National Fibre Scheme to modernise textiles, handlooms and sustainable apparel production

 

Building Human Capital for the Future

Recognising talent as India’s biggest asset, the Budget makes strong investments in education, creativity, health and sports:

·  Content Creator Labs in 15,000 schools and 500 colleges for animation, gaming and digital media skills

·  Establishment of a National Institute of Hospitality to elevate tourism and service excellence

·  Launch of the Khelo India Mission to transform sports infrastructure and talent development over 10 years

·  Five Regional Medical Hubs positioning India as a medical tourism powerhouse

 

Major Tax Reforms for Simplicity & Growth

 

The government announced sweeping tax rationalisation aimed at easing compliance and boosting investment: 

·  New Income Tax Act effective from April 2026 with simplified rules and forms

·  Reduced TCS on foreign travel, education and medical remittances to 2%

·  Easier return revisions till March 31 with nominal fee

·  Immunity from prosecution for small undisclosed foreign assets below ₹20 lakh

·  Streamlined TDS rules for manpower services and contractors

 

Making India a Global Investment Magnet

To attract international capital and technology:

 ·  Tax holiday till 2047 for foreign cloud companies using Indian data centres

·  Low-tax warehousing framework for global manufacturers

·  Incentives for non-resident experts to work in India

·  Faster pricing agreements for IT services and expanded safe harbour limits


 Agriculture, Mental Health & Regional Development

The inclusive growth agenda features: 

·  AI-powered Bharat-VISTAAR platform for smart farming advisory

·  SHE Marts under Lakhpati Didi initiative to boost women entrepreneurship

·  New mental health institutions including NIMHANS-2

·  East Coast Industrial Corridor and tourism circuits in the Northeast

Presenting her ninth consecutive Budget, Sitharaman continues to steer India through global uncertainty with policy confidence under Prime Minister Narendra Modi’s growth vision. With a sharp focus on infrastructure, innovation, fiscal prudence and inclusive opportunity, Budget 2026–27 is less about short-term stimulus and more about building the economic architecture of a developed India.
